Please note this is a Prior Information Notice and tender documentation is not available yet. A national framework agreement with a number of suppliers to provide estate management consultancy services relating to the use, management, acquisition, disposal and development of land and property, and associated services. ESPO are inviting suppliers to participate in a 'Request for Information' (RFI) process in July 2018, which is intended to assist in making this 2700 framework not only fit for our customers' purpose, but also to work for our suppliers. Once you have expressed an interest in this opportunity, please download the RFI documentation from the portal (message area) and return as directed. Lot 1: Valuation Services - Covers the full range of services under the Royal Institution of Chartered Surveyors Valuation faculty. Lot 2: Commercial and Agricultural Agency - Covers acquisition and disposal of an interest in land on the open market. Lot 3: Lease Management - Advice on interim and market rents and negotiation of lease renewals and rent reviews. Lot 4: Property/Estate Management - Including, but not limited to: Day to day management of leased properties, including dealing with maintenance and repair issues, liaison with tenants, preparation of budgets, negotiation and documentation of tenancy agreements, advice on maximising revenue and review of rents. Lot 5: Strategic Asset Management and Development Consultancy - Services relating to the maximisation of value of individual and groups of properties. Lot 6: Planning Consultancy - Including, but not limited to: Obtaining planning approvals, including appeals; Planning feasibility; Assessment of land use options; Environment Assessments. Lot 7: Compulsory Purchase and Compensation - Will cover advice on all aspects of compensation claims. The framework agreement has the option to extend for up to a further 24 months. The total estimated value stated includes the option period. As a Central Purchasing Body as defined by the EU Procurement Directive 2014/24/EU, the Framework Agreement is open for use by Public Bodies (defined https://www.espo.org/ESPO/media/Documents/FAQs/ESPO-s_powers_to_trade__website_-2016-12-22.pdf) that also fall into one of the following classifications of user throughout all administrative regions of the UK: Local Authorities; Educational Establishments (including Academies); Central Government Departments and Agencies; Police, Fire & Rescue and Coastguard Emergency Services; NHS and HSC Bodies, including Ambulance Services; Registered Charities; Registered Social Landlords; or any public body established by or under the Scotland Act 1998 or any Act of the Scottish Parliament.
