***Please note this is an award notice not a call for competition*** UK Research and Innovation (UKRI) wishes to engage a partner to deliver in two separate but related areas: a review and expansion of existing Target Operating Model (TOM) work, and benchmarking of the current programme cost forecast. The first of these, encompasses a review of how UKRI delivers funding to organisations and entities and how UKRI organises itself to operationally deliver this funding. UKRI requires the supplier to work over a 10-week period to provide an expansion of existing foundational service design work to develop and confirm options for a Target Operating Model. The work should provide an over-arching guide and framework to bring different workstream activities together ensuring that business change plans scheduled to commence later in 2020 can be delivered in a coherent manner. The work will provide a clear vision for a future-state organisation and the high-level steps needed to move from the as-is to this future-state. UKRI does not have sufficient resources or skills to deliver this work internally currently and is seeking an external perspective to ensure a measured view of options is presented. The second piece of work is to benchmark and validate the current costs forecast to ensure good value for money is being achieved with a proportionate spend. This work necessarily benefits from being performed by an external party. This requirement has been fulfilled by carrying out a further competition against Crown Commercial Services Framework RM6008 Management Consultancy Framework Two (MCF2) - Lot 3 Complex and Transformation Consultancy Services. Due to the Coronavirus Pandemic impacting the supplier ability to engage with UKRI resource, there is a need to extend the contract by a further 4 weeks and increase the value to cover the extra resourced required by the supplier to complete it.
